That was very insightful. I do believe that Minneapolis was targeted like other cities they were calling sanctuary cities. The model of a city is being changed through technology and societal changes as people rely more on convenience. You no longer have to work in an office or buy things from a storefront. Most of the changes aren't recent they go back to the boom time after WWII in the USA. People had the ability to move out into agrarian areas, but still work within the cities.
All this has changed and now the corporatists or oligarchs are left with what to do with cities. Do they become encampments for the lesser income levels?
